Incentives
Several incentive programs are available to assist Starpointe buyers. They have been established to encourage economic development and community growth, across the Commonwealth of Pennsylvania as well as for specific WCCED Development Projects.
LERTA
The Local Economic Revitalization Assistance Act (LERTA) enables Starpointe to provide a tax-free benefit to businesses locating within the Park. The tax exemption, which is jointly granted by Washington County, Hanover Township, and the Burgettstown School District, is good for five years and is calculated on owner improvements to lots purchased.
To obtain LERTA benefits, property owners and potential buyers should be aware that:
- tax exemptions apply only to local taxing entities
- they apply only to improvements to the land and not to the land itself
- tax exemptions do not coincide with the first day of property ownership, but become effective on the date occupancy permits are received
- local taxing bodies retain the right to establish a maximum cost per unit to be exempted
Entities wishing to take advantage of LERTA tax exemptions must inform the local taxing authorities upon completion of any improvement eligible for consideration. Notification of such improvements is the responsibility of the property owner, not of WCCED, its partners or subsidiaries.
