HORMANN FLEXON SELECTS WASHINGTON COUNTY, WCCED REPORTS
BURGETTSTOWN, PA

The Washington County Council on Economic Development reported today that Lot 14 in Phase IB of its Starpointe Business Park is being sold to Hörmann Flexon LLC, a Germany-based manufacturer of specialty/high performance doors. A signed sales agreement was presented to the Washington County Commissioners at their May 16 meeting, reported Daniel Reitz, WCCED’s executive director.

AN UNUSUALLY WARM WINTER MOSTLY AIDS CONSTRUCTION

The absence of extreme cold, snow and ice have allowed a variety of construction projects in the area to stay on schedule this winter.

With spring just three weeks away, officials have seen few or no weather-related interruptions on commercial and infrastructure projects, including Starpointe Business Park in Hanover Township, where the movement of 3 million cubic yards of earth to prepare for the park's second phase has continued unabated throughout the season, according to Dan Reitz, executive director of Washington County Council on Economic Development.

It can also make building a $14 million sewage system easier.

OKLAHOMA COMPANY BUYS LOT AT STARPOINTE
BURGETTSTOWN, PA

An El Reno, Okla., firm that bills itself as "the mud-gas pressure control experts" hopes to be operating out of a new location in the Starpointe business park near Burgettstown by mid-2012.

Mathena Inc. is an oil and natural gas service company that supplies surface control equipment for the drilling and completion phases of energy production.

Washington County commissioners on Thursday approved the sale of a 3.1-acre lot in Starpointe, Hanover Township, to Mathena, which plans to construct a regional maintenance and service facility.

TENANT SECURED FOR HALF OF NEW STARPOINTE BUILDING IN WASHINGTON COUNTY

Fourth River Development LLC announced today that an internationally recognized pipeline equipment and services firm has committed to lease 14,400 square feet of the recently completed Flex 2 Building at Starpointe Business Park, Washington County.  Based in Tulsa, Oklahoma, T.D. WASHINGTON COUNTY COUNCIL ON ECONOMIC DEVELOPMENT MEETING THE NEEDS OF THE OIL AND GAS INDUSTRY
BURGETTSTOWN, PA

The Washington County Council on Economic Development announced today that it has authorized the development of a plan that will permit a portion of the industrial development site known as Starpointe Business Park to be occupied by suppliers to the area’s rapidly growing energy industry operations. The plan, to be designed by Starpointe’s Phase 1B engineering firm of record, Civil and Environmental Consultants, Inc., will assign a largely isolated, undeveloped portion of the site’s 1,153 acres for use by firms meeting the equipment needs of gas and oil extraction companies working the rich Washington County component the Marcellus Shale deposit. 

 “The large outdoor storage facilities required by oil and gas supply organizations are essentially prohibited by existing park codes,” reported Dan Reitz, WCCED’s executive director. “Designating a site well removed from Starpointe’s principal commercial parcels will eliminate any potential negative impact on current and prospective tenants or investors,” Mr. Reitz said. “Protecting those firms and individuals is a plan priority,” Mr. Reitz added that he expected the plan to be completed in approximately one month and reported that efforts to market the allocated parcels would begin immediately upon Board approval. 

The remote location of the designated site for oil and gas supply operations will maximize Starpointe’s flexibility to serve an emerging tenant market, noted John Watson of Fourth River Development LLC, the park’s brokerage firm. “In addition to small office facilities accompanied by large outdoor storage yards, the firms involved would prefer shorter-term leases of approximately five years,” Mr. Watson said. He added that he anticipated an overall site pan containing numerous individual parcels of three or more acres in size.

GROUNDBREAKING MARKS CONSTRUCTION START OF NEW STARPOINTE BUSINESS PARK STRUCTURE
BURGETTSTOWN, PA

Morgan Road Associates, a partnership of Washington County Council on Economic Development (WCCED) and Fourth River Development LLC, reported today that construction of a new Starpointe Business Park building will begin with a groundbreaking ceremony at 11:00 a.m. on Thursday, April 29. The new multi-purpose structure – the park’s sixth operating facility – will add nearly 30,000 square feet of office, industrial, and/or warehousing space to the approximately 200,000 square feet already built and fully occupied. Starpointe is strategically situated at the intersection of Pennsylvania routes 22 and 18 in Washington County’s Hanover Township.

“Capable of being subdivided into six bays of approximately 5,000 square feet, this new building has been deliberately designed to accommodate compatible functions, either for a single occupant or to meet the needs of multiple tenants, said Daniel Reitz, WCCED executive director. “It is almost an exact mirror of an existing flex building that leased promptly following its 2007 completion,” Mr. Reitz added.

Expressing confidence that Starpointe’s newest facility will prove attractive to prospective occupants, Fourth River Development’s Mark Schneider noted that the project’s actual start will accelerate market interest in the site. “Our firm’s leasing professionals will combine the progress of construction with the logistical and financial advantages Starpointe offers in their aggressive marketing of the building,” Mr. Schneider stated. In addition to its role as lead developer, Pittsburgh-based Fourth River is the exclusive leasing agent for the WCCED complex and manages the property for the Starpointe Owners Association.

Construction financing is being provided by Community Bank, complementing funding support from Pennsylvania’s Industrial and Development Authority and the Business in Our Sights program administered by the state’s Department of Community and Economic Development. “Our organization is pleased to participate in this expansion of the Starpointe venture and we look forward to the building’s completion and productive use,” said Barron P. McCune, Jr. Community Bank’s president and chief executive officer. Scheduled to be available for occupancy by 2010’s fourth quarter, the facility will leave six pad-ready parcels in the project’s Phase 1, comprising 148 acres, remaining ready for sale or development. Design, grading and infrastructure work for an additional 200 acres of land designated as Phase 1B is underway.

Joining Messrs Reitz and Schneider as participants in the groundbreaking event will be Washington County Commissioners Larry Maggi, J. Bracken Burns and Diana Irey.

DESIGN PLANS UNDERWAY FOR NEXT PHASE OF STARPOINTE
BURGETTSTOWN, PA

Washington County Council on Economic Development and Fourth River Development LLC announced jointly that Pittsburgh-based Civil and Environmental Engineers, Inc. has been awarded a contract to manage grading and infrastructure work for Phase 1B of Starpointe Business Park, the project’s second major development component. 

“With smaller-sized, pad-ready parcels still available in Phase 1, our concentration going forward will be on meeting the requirements of clients seeking to buy or lease construction-ready sites ranging from 10 to 50 acres,” said Dan Reitz of WCCED, the property’s owner. “Phase 1B’s planned configuration deliberately addresses that segment of the rebounding real estate market,” Mr. Reitz stated. 

Pat Morosetti of Fourth River Development expressed his firm’s enthusiasm for the direction of Starpointe’s second phase. “As the park’s broker, we welcome the opportunity to begin discussions with prospects whose interests involve larger parcels, including those who are seeking to house several related operations in a single campus setting,” Mr. Morosetti said. “Together with the smaller sites remaining in Phase 1, the availability of Phase 1B will permit us to offer all of Starpointe’s attractive amenities and incentives to a wider range of potential users,” he added.

Construction of Phase 1B is anticipated to begin late in 2010.
